Green Power Procurement |
The Green Power Initiative was adopted as one of the original focus areas for FNS in 2000.
The initiative will support members in accomplishing the Federal goal of meeting 2.5% of their energy needs
from renewable energy resources by the end of Fiscal Year 2005. We utilize a three-pronged approach
to meeting the renewable energy goals.
- On-site development of renewable energy projects
- Procurement of green power
- Procurement of renewable energy certificates (green tags)
We can help agencies identify technical assistance, funding sources, and awards programs. We will continue to
highlight and showcase renewable energy projects and green power purchases completed by FNS member agencies.

EPACT 2005 Federal Renewable Goal and Guidance Development Presentation
Solar Decathlon. The Solar Decathlon brings 18 college and university teams from around the globe to
participate in this unparalleled solar competition to design, build, and operate the most attractive and energy-efficient
solar-powered home. Student teams built their solar houses on their respective campuses and will transport them
to the National Mall in Washington, D.C., where they will form a solar village.
The solar village is open to the public October 7-16, 2005. The teams' solar houses are open for touring everyday except October 12,
when they are closed for competition purposes. An overall winner will be announced at 2 p.m. on October 14. See the competition schedule
for detailed information. The teams compete against each other in 10 contests that range from architecture to livability to how
well the solar homes provide energy for heating and cooling, hot water, and lights. Each solar house must also power an electric car.
The teams will build their houses to accomplish all this using only energy from the sun. With an eye on energy efficiency, the
students carefully chose the systems, products, and appliances used in their houses. You can view a product directory of what each team
used in their solar houses, including their solar electricity (photovoltaic) system, doors and windows, appliances, and hot water system.

BACKGROUND:
Executive Order 13123 (pdf) encourages Federal agencies to increase their use of renewable power and requires agencies to include a provision for renewable power in every electricity solicitation.http://www.eere.energy.gov/femp/pdfs/eo13123.pdf

In addition, Federal agencies are also encouraged to join the EPA Green Power Partnership Program
The 2005 Energy Policy Act, Section 203 contains a federal renewable energy purchase requirement of 3% in fiscal years 2007 through 2009, 5% in 2010 through 2012 and 7.5% in fiscal year 2013 and each fiscal year thereafter
FNS Green Power Action Plan (final - September 2005)
OBJECTIVES:
To bring together FNS member agencies, and draw upon the collective expertise within these agencies, to encourage full utilization of the existing mechanisms to acquire renewable energy: Through on-site projects, purchase of green power, and purchase of renewable energy certificates (green tags).
- 1. Provide leadership to support the development and/or purchase of green power resources in order to meet the 2.5% renewable energy goal established by Federal guidance.
- 2. Engage in education and outreach activities that will increase the number of different FNS agencies and sites undertaking green power activities.
- 3. Provide coordination and synergy with DOE's Renewable Energy Working Group and EPA's Green Power Partnership Program.
- 4. Facilitate communication of ideas, success stories, and resources through our FNS website, conference calls, and membership meetings.

UPDATES:
EPA releases top-25 green power purchasers -- The top 25 green power purchasers are buying enough energy to run more than 150,000 homes a year, according to EPA. The top-25 list includes a diverse set of agencies, companies and organizations that have voluntarily bought the most renewable energy and are part of EPA's Green Power Partnership. Together, the top 25 are purchasing more than 1.6 million MWh (megawatt hours) of green power annually. Read all about it!
